What's happening

This bill requires the state to fully reimburse counties for costs of software used to detect medical assistance fraud, waste, and abuse.

Why it matters

  1. Shifts financial responsibility for anti-fraud technology from counties to the state, potentially easing county budgets and enabling more widespread adoption of data mining tools.

  2. Defines "data mining software" in law, ensuring counties can use advanced analytics to proactively identify and address medical assistance fraud, waste, and abuse.

  3. May increase state expenditures in the short term but could lead to long-term Medicaid savings if fraud detection efforts become more effective and widespread as a result of this funding.

  4. Empowers the commissioner of health to set rules and regulations, allowing flexibility in implementation and oversight to adapt to emerging fraud detection technologies or changing county needs.
