What's happening

This bill requires all applicants for firearm licenses outside New York City to complete a firearms safety course and test.

Why it matters

  1. Expands firearms safety requirements. from just Westchester County to all applicants for firearm licenses outside New York City, meaning many more people across the state will need to complete safety training to obtain a license.

  2. Mandates both a course and a test. , not just a booklet or informational material, raising the bar for demonstrating knowledge and safe handling before a license is granted.

  3. Includes some exemptions. , notably for honorably discharged military personnel with firearms qualification and for those who were already licensed before the law takes effect, so not every applicant is affected equally.

  4. May impact accessibility and processing times. for firearm licenses in many counties, as applicants will need to find, complete, and provide proof of passing an approved safety course, potentially affecting timelines and administrative workloads.
