What's happening

This bill increases the supplemental security income benefit amounts for individuals and couples receiving enhanced residential care in New York.

Why it matters

  1. Raises Supplemental Security Income (SSI) for enhanced residential care. By increasing the SSI benefit amounts for both individuals and couples in enhanced residential care, the bill aims to better align financial support with rising living and care costs, potentially improving quality of life and access to services for vulnerable populations.

  2. Implements annual stepwise increases. The bill sets out specific, scheduled annual increases through 2023 and establishes a new, higher ongoing rate thereafter. This predictable schedule helps both recipients and care providers plan finances and operations with more certainty.

  3. Supports stability for residential care facilities. Higher SSI rates can help residential care providers cover expenses, retain staff, and maintain standards, which may help prevent closures or reductions in care quality that could disrupt residents’ lives.

  4. Addresses inflation and cost-of-living concerns. By updating benefit amounts, the legislation recognizes and attempts to counteract the impact of inflation and rising costs, ensuring that state support keeps pace with economic realities facing low-income, elderly, or disabled individuals in residential settings.
