What's happening

This bill requires that any sale or transfer of NYCHA land or buildings must go through New York City's land use review process.

Why it matters

  1. Increases public oversight and transparency. By requiring NYCHA land or building sales to undergo the city's Uniform Land Use Review Procedure (ULURP), the bill ensures that community boards, the City Council, and the public have a formal say in decisions about public housing properties.

  2. Limits unilateral decision-making by NYCHA. Previously, NYCHA could dispose of property with less local review; this change means city officials and the public can scrutinize and potentially influence or block controversial sales or transfers.

  3. May impact the timeline and feasibility of redevelopment projects. Subjecting NYCHA property transactions to ULURP introduces additional steps, potentially slowing down or complicating plans to sell, lease, or redevelop NYCHA sites—affecting plans for new housing, amenities, or private partnerships.
