What's happening

This bill requires oil delivery companies to clean up spills within 24 hours and imposes fines for noncompliance.

Why it matters

  1. Requires prompt cleanup and soil replacement. By mandating that spills must be cleaned up within 24 hours—and that contaminated soil be replaced—this bill aims to minimize environmental damage and limit long-term contamination risks to property and local ecosystems.

  2. Direct financial accountability for oil companies. The structured fines (starting at $500 and escalating for repeat offenses, up to $10,000) create a clear financial incentive for oil delivery companies to invest in spill prevention and rapid response, rather than absorb penalties as a cost of doing business.

  3. Enhanced consumer and neighborhood protection. For property owners and residents, this law means faster remediation of spills, reducing potential health hazards, property damage, and disruption associated with oil contamination and lengthy cleanup delays.

Who cares

  • Oil delivery companies

They would have to clean up delivery spills within 24 hours and face fines of $500 for a first offense and $1,000 for each additional offense, up to $10,000.

  • Property owners receiving oil deliveries

They would benefit from a requirement that delivery companies clean up spills and replace any affected soil with new soil.

  • Soil cleanup contractors

The requirement to replace spill-affected soil could create demand for soil removal and replacement services.
