What's happening
This bill prohibits the use of power leaf and lawn blowers during certain hours, with violators subject to a civil fine.
Why it matters
Limits noise and air pollution. By restricting the hours when power leaf and lawn blowers can be used, the bill aims to reduce disturbances from noise and particulate emissions, which can negatively impact public health and quality of life—especially for vulnerable populations such as children, the elderly, and those with respiratory conditions.
Creates consistent, statewide guidelines. This law would standardize the use of blowers across New York, preventing a patchwork of local rules and making it easier for residents, landscaping businesses, and enforcement agencies to understand and comply with the regulations.
Imposes financial penalties to promote compliance. The introduction of a civil fine (up to $100) for violators provides a tangible incentive for individuals and businesses to adhere to the restricted hours, potentially increasing community awareness and respect for neighborhood peace and environmental health.
