What's happening
This bill requires child care provider licensing forms to be available in English, French, Polish, and New York's six most common non-English languages.
Why it matters
Improves access for immigrant and limited-English-proficient communities. By offering licensing forms in multiple languages, the bill makes it easier for non-English speakers to become licensed child care providers, potentially increasing diversity and cultural competency in child care options.
Could expand the pool of licensed providers. Reducing language barriers helps more people navigate the legal requirements to become licensed, which might increase the number of safe, regulated child care providers available to families.
Strengthens child safety and oversight. When more providers are able to become licensed due to accessible forms, state agencies can better monitor, regulate, and support child care operations, improving overall safety and quality.
Promotes equity in small business opportunities. Making forms available in widely spoken languages helps ensure that immigrants and non-English speakers have equal access to the economic opportunities that come with running a licensed child care business.
