What's happening

This bill directs the agriculture commissioner to lower the required percentage of on-farm grapes for certain wineries and mandates imported grapes come from New York growers.

Why it matters

  1. Supports small and emerging wineries. By lowering the required percentage of on-farm grapes, the bill helps farm wineries outside official wine regions (American viticultural areas) that may struggle to grow enough grapes on their own land, allowing them to keep operating and growing their businesses.

  2. Promotes New York grape growers. The mandate that all imported grapes must come from other New York state growers keeps the economic benefits within the state, supporting local agriculture and discouraging reliance on out-of-state produce.

  3. May increase wine variety and production. With greater flexibility in sourcing grapes, wineries can experiment with different grape blends and potentially increase production, broadening the selection of New York-made wines available to consumers.

  4. Addresses climate and land limitations. The bill recognizes that not all parts of New York have ideal grape-growing conditions or enough acreage, offering a practical solution for wineries located in less optimal regions to stay viable.
