What's happening
This bill requires a study on the earned income tax credit to ensure benefit adjustments support increased net income from employment.
Why it matters
Addresses the “benefits cliff” problem. By requiring a study on adjusting the Earned Income Tax Credit (EITC) to offset the loss of public benefits from increased earnings, the bill seeks to ensure that working more always results in higher net income, potentially removing a key disincentive for low-income workers to increase their hours or pay.
Could influence future anti-poverty policy. The findings may inform legislative changes that make the EITC more effective at supporting families who are transitioning off public assistance, helping policymakers design better safety nets.
Coordinates multiple agencies. Mandates collaboration between the Department of Taxation and Finance, Department of Health, and Office of Temporary and Disability Assistance, which could yield a more comprehensive understanding of how tax credits interact with various benefit programs.
Sets a clear timeline for action. By requiring the study to be completed by April 15, 2020, the bill ensures timely delivery of analysis that could shape upcoming budget and policy decisions.
