What's happening
This bill changes the terminology for firearm licensing in New York by replacing "licensing officer" with "filing officer" and clarifies related procedures.
Why it matters
Shifts responsibility and accountability. for firearm licensing duties from a potentially broad group of "licensing officers" to the specifically identified "filing officer," usually the county clerk—this could mean more consistent and transparent processing across counties, but also centralizes authority.
Allows local legislative bodies to designate a different filing officer. if they choose, giving counties flexibility to customize who handles these sensitive responsibilities based on their own needs or administrative strengths.
Clarifies legal and procedural language. throughout the law, which may help reduce confusion for applicants and law enforcement, leading to fewer administrative errors or disputes over which official is responsible for licensing actions.
May affect how quickly firearm license amendments, renewals, and notifications are processed. , since the county clerk’s office may have different staffing or systems compared to previous licensing officers, potentially impacting applicants’ experiences and state tracking of firearms.

Who cares
Pistol and revolver license holders outside New York City
The bill would direct applications to add or remove weapons from a license to a filing officer and remove the amendment provision’s “if granted” language.
County clerks
They would become the default filing officers, handling license amendments, duplicate licenses and specified fee collections unless their county legislature designates someone else.
County legislatures
They could designate a filing officer other than the county clerk, while counties would bear the cost of providing filing officers with applications, licenses and record books.
Suffolk County license holders
They would send required residence-change notices to the filing officer rather than the licensing officer.
