What's happening

This bill allows the Mount Vernon city school district to establish and use multi-year cost allowances for certain new construction projects for building aid purposes.

Why it matters

  1. Provides Mount Vernon city school district with greater flexibility in managing large-scale construction projects, allowing them to phase costs and align state aid more closely with actual expenditures over time.

  2. Could help the district plan and finance multiple major building projects (up to four) more effectively, reducing the risk of funding gaps or delays due to state aid timing.

  3. By permitting multi-year cost allowances twice within the first five years and only allowing further adjustments after ten years, the bill balances flexibility with controls to prevent frequent recalculations that might complicate state budgeting or oversight.

  4. Targets a specific set of voter-approved projects, ensuring that the benefits of this change are limited in scope and tied directly to a community-supported capital plan, rather than opening the door to broad new exemptions statewide.

Who cares

  • Mount Vernon City School District officials

The bill would allow multi-year cost allowances to be established and used twice in the first five-year period when calculating building aid for up to four new construction projects authorized by the voter-approved March 7, 2017 bond proposal.

  • State education aid administrators

They would apply the special allowance schedule, with subsequent allowances established no sooner than ten years after the first maximum cost allowance.

  • Mount Vernon school district taxpayers

The bill would change how state building aid is calculated for eligible construction projects authorized by the district’s voter-approved bond proposal.
