What's happening

This bill requires landlords to provide tenants with a written rent receipt and establishes penalties for noncompliance.

Why it matters

  1. Expands rent receipt requirements. to include not just cash or non-personal check payments, but also situations where rent is paid in whole or part by social services or the Office of Temporary and Disability Assistance—helping to protect vulnerable tenants who receive assistance.

  2. Standardizes receipt information. by specifying what must be included (date, amount, premises, rent period, and contact info for the person or agency receiving rent), making it easier for tenants to document their payments and resolve disputes.

  3. Establishes a financial penalty ($25 rent reduction per violation). for landlords who fail to provide required receipts, which creates a real incentive for compliance and gives tenants a concrete remedy.

  4. Requires the court system to inform tenants. about their right to a written rent receipt and the landlord's obligations, aiming to increase tenant awareness and empower renters who may not know they are entitled to this documentation.
