What's happening
This bill creates tax credits for businesses that contract with minority- or women-owned enterprises for goods or services.
Why it matters
Creates a financial incentive for companies to seek out minority- and women-owned suppliers even in contracts not subject to existing affirmative action rules. , potentially broadening economic opportunities for these businesses beyond government-mandated targets.
The credit is substantial—one-third of the amount paid to qualifying businesses—offering a significant reduction in tax liability for participating companies. , which could influence purchasing decisions and supply chain strategies.
Caps the total credit at 5% of what the company earns from government contracts in that tax year. , which helps limit the fiscal impact on the state while still providing a meaningful incentive.
Excludes minority- or women-owned businesses themselves from claiming the credit. , ensuring the benefit is targeted at encouraging broader business engagement with these enterprises rather than rewarding self-contracting.
