What's happening

This bill requires applicants for certain nursing licenses in New York to complete training in the prevention of human trafficking.

Why it matters

  1. Increases frontline detection. By requiring nurses to be trained in recognizing and preventing human trafficking, the bill leverages the healthcare workforce—who often encounter trafficking victims—to help identify and intervene in trafficking situations earlier.

  2. Standardizes critical knowledge. The mandated training ensures that all new nurses (registered professional nurses, licensed practical nurses, nurse practitioners, and clinical nurse specialists) have consistent, up-to-date knowledge on the signs and prevention of human trafficking, potentially leading to better patient outcomes and more uniform reporting.

  3. Collaborative, expert-informed curriculum. The bill mandates that the training be developed in consultation with both the Department of Health and organizations with expertise in human trafficking, increasing the likelihood that the content is relevant, evidence-based, and effective.

  4. Provides dedicated funding. It allows for a portion of funds from certain civil forfeitures to be used to reimburse costs associated with developing the nurse training program, helping ensure the initiative is properly supported without requiring new appropriations.
