What's happening

This bill expands restrictions on employment and volunteer activities for registered sex offenders, prohibiting unsupervised access to residential living quarters.

Why it matters

  1. Significantly expands barred job/volunteer roles for registered sex offenders. goes beyond current bans (like selling ice cream from trucks) to include any position that allows unsupervised access to people’s homes or residential facilities.

  2. Targets jobs with heightened trust and vulnerability. specifically mentions positions such as superintendents, managers, maintenance workers in residential buildings, home health aides, and staff in assisted living facilities, aiming to protect residents from potential risk.

  3. May affect housing and healthcare industries. landlords, property managers, and care facilities will have clearer legal grounds (and new legal responsibilities) to deny employment or volunteer roles to registered sex offenders for positions involving unsupervised access to living quarters.

  4. Reflects a policy shift prioritizing safety in residential settings. the bill underscores a legislative intent to prevent situations where sex offenders could exploit trust associated with residential access, even if their role is not directly related to care or supervision of vulnerable populations.
