What's happening
This bill allows qualifying veterans in New York to request an excused leave of absence from work on Veterans Day unless it causes undue hardship for the employer.
Why it matters
Ensures recognition of veterans in the workforce. by granting them a guaranteed opportunity to observe Veterans Day, reinforcing the value that New York places on their service and supporting their right to commemorate the day.
Balances employee and employer needs. by allowing employers to deny the leave only if it would cause “undue hardship,” ensuring that business operations aren’t unreasonably disrupted while still prioritizing veterans’ rights.
Provides flexibility in leave usage. by allowing qualifying veterans to choose whether their absence is unpaid or deducted from other accrued leave, giving them agency over how the day is accounted for without mandating a specific type of leave.
Respects existing labor agreements. by clarifying that the bill doesn’t override or diminish rights from collective bargaining, so unionized workers and employers maintain their negotiated terms and relationships.
