What's happening

This bill allows state-owned lands in the town of Bedford, Westchester County, to be subject to local property taxation.

Why it matters

  1. Increases Local Revenue. Allowing state-owned lands in Bedford to be taxed by the town means the local government and schools could receive more funding, potentially supporting services or lowering tax burdens for other residents.

  2. Establishes Tax Parity. The bill treats state-owned lands in Bedford similarly to how such lands are taxed in other towns listed in state law, which may address perceived inequalities in who pays for local services.

  3. Excludes State-Owned Buildings. Only the land itself—not any state-constructed buildings or improvements—would be subject to property taxes, which limits the scope and amount of new taxable property for Bedford.

Who cares

  • Town of Bedford officials

The bill would make state-owned land in Bedford taxable, excluding improvements erected by the state.

  • Bedford property tax assessors

The bill would add Bedford to the statutory lists covering taxation of state-owned land, requiring them to distinguish the land from state-built improvements.

  • New York State agencies holding land in Bedford

Their land would become subject to taxation under the bill, while improvements erected by the state would remain excluded.
