What's happening

This resolution allows each Assembly member to have at least one substantive bill discharged from committee for a floor vote every two-year term.

Why it matters

  1. Increases individual Assembly member power. By guaranteeing each member the right to bring at least one substantive bill to the floor, this rule reduces the ability of committee chairs or leadership to block legislation, making the process less centralized.

  2. Promotes legislative accountability. Members will have to publicly choose and defend a bill for floor consideration, making their priorities and legislative efforts more transparent to constituents.

  3. Encourages diverse policy debates. Allowing every member to advance a bill of their choice can lead to a wider range of issues being discussed and voted on, rather than only those prioritized by party leadership.

  4. Limits on use. The rule excludes bills requiring home rule requests (typically local or municipal matters), focusing this new power on broader, statewide substantive policy proposals rather than local interests.
