What's happening

This resolution limits Assembly majority and minority leaders to four consecutive two-year terms in their leadership positions.

Why it matters

  1. Encourages leadership turnover. by ensuring that the same person cannot hold the powerful majority or minority leader positions for more than eight consecutive years, potentially increasing diversity of thought and leadership styles over time.

  2. Reduces the risk of entrenched power. within Assembly leadership, making it harder for any one lawmaker to consolidate long-term influence and control over legislative priorities and agendas.

  3. Could shift internal dynamics and alliances. in the Assembly, as members seeking leadership roles may have more frequent opportunities to compete for these positions, possibly leading to greater responsiveness to rank-and-file members’ concerns.

  4. May affect policy continuity and experience. , as term limits could force out experienced leaders, leading to more frequent transitions and potentially less institutional memory in negotiating complex legislative issues.
