What's happening
This bill changes the validity period of seasonal agricultural vehicle permits to run from April 1 to November 11.
Why it matters
Creates a fixed, predictable timeframe (April 1–November 11) for seasonal agricultural vehicle permits. , making it easier for farmers and agribusinesses to plan equipment use and compliance, as opposed to the prior "four consecutive months" which could vary based on application date.
Aligns permit validity with the typical agricultural growing and harvesting season in New York. , ensuring that equipment can be legally used on public roads during the months when it is most needed, potentially boosting farm productivity.
Continues to offer the permit at half the cost of a full annual permit. , maintaining financial relief for farmers while clarifying eligibility and simplifying the administrative process for both applicants and the Department of Transportation.

Title of bill
An act to amend the vehicle and traffic law, in relation to certain registrations of vehicles
Purpose
This bill will ease the vehicle registration process for the agricul- tural industry by extending the length of seasonal permits.
Summary of provisions
Section 1. Amends the eighth undesignated paragraph of paragraph (f) of subdivision 15 of section 385 of the vehicle and traffic law by extend- ing the seasonal agricultural permit from "four consecutive months" to "from the first of April to the eleventh of November."
Section 2. Effective date.
Existing law
Currently, a seasonal agricultural permit can only be valid for four consecutive months.
Justification
The need for a seasonal agricultural permit extends longer than the current four-month limit. A more realistic duration would be April to November. This bill provides that reasonable duration.
