Title of bill

An act to authorize the New York council on the arts to award certif- icates of merit to artists in selected disciplines

Purpose

This legislation will authorize NYSCA to award certificates of merit to individuals within its purview.

Summary of provisions

This bill adds a new section to the Unconsolidated Laws to reinforce the permissibility of the awarding of certificates of merit with honoraria by NYSCA to worthy individuals where such awards are statutorily estab- lished.

Justification

In case where certificate of merit awards are established in statute (Chapter 520, Laws of 2015) there should be a recognition that such awards are authorized and should not be nullified by conflicting poli- cies which may negate legislative intent. This bill evinces a legisla- tive intent to endorse such statutorily created certificate programs within the jurisdiction of NYSCA and subject to procedures and guide- lines created by such agency to carry out the purposes of such award program.
