Title of bill

An act to amend the agriculture and markets law, in relation to the promotion of New York state farm products for holiday celebrations

Purpose

The purpose of this bill is to authorize the Department of Agriculture and Markets to aid in the promotion of New York grown farm products for holiday celebrations by providing information about New York growers to vendors who sell such products and to municipalities where vendors sell them on sidewalks or lots or streets.

Summary of provisions

Section 1: Amends section 16 of the agriculture and markets law by adding a new subdivision 2-f which will authorize the Department of Agriculture and Markets in conjunction with the Empire State Development Corporation, to aid in the promotion of New York grown farm products for holiday celebrations by providing information about New York growers to vendors who sell such products and to municipalities where vendors sell them on sidewalks or lots or streets. Holiday products may include but are not limited to Christmas trees, wreaths, pumpkins, flowers, and other similar products.

Section 2: Effective Date: Immediately

Existing law

The Department of Agriculture and Markets is currently tasked with promoting New York shellfish, wines, grapes, and grape products.

Justification

New York farms produce many products for holiday celebrations and deco- ration such as Christmas trees, pumpkins, wreaths and flowers as well as food products such as turkeys or apples and honey that are used for holidays. These farm products are significant to the State's agriculture economy. For example the Christmas tree industry consists of 875 farmers that harvest about 275,000 trees. New York ranks 4th in the country in the number of tree farms.

While these sectors are a substantial contributor to New York agricul- ture and the State and regional economies, there is opportunity for growth in sales especially in large urban and suburban markets. This bill would have the Department work to connect growers with vendors who currently sell products from other states, whether in stores or on side- walks, lots and streets. The result will help our farmers and our State's residents who Want Iodally grown products whether food or trees or other products.
