What's happening

This bill requires the annual report on minority and women-owned business contracts to include new detailed breakdowns by ethnicity, gender, industry, contract type, and value.

Why it matters

  1. Greater transparency and accountability. By requiring detailed breakdowns of contracts by ethnicity, gender, industry, contract type, and value, the bill enables more precise monitoring of how state contract opportunities are distributed among different groups, helping to identify disparities or patterns of exclusion.

  2. Informed policy and program development. The new data categories will allow state agencies and lawmakers to tailor outreach, support, and policy reforms to specific underrepresented groups or industries, leading to more effective efforts to increase minority and women-owned business participation.

  3. Broader public access and oversight. Mandating that these detailed reports be made widely available, including online, empowers advocates, journalists, and the general public to scrutinize state contracting practices, promote equity, and hold agencies accountable.

  4. Expanded definitions and inclusivity. By specifically defining “ethnicity” to include Caucasian women and aligning with the broader minority group member definition, the bill clarifies eligibility and ensures comprehensive data collection across all relevant demographic groups.
