What's happening

Why it matters

  2. Directs all donated funds to the William B. Hoyt Memorial Children and Family Trust Fund. , ensuring that taxpayer contributions are used specifically for programs intended to help children and families, and not diverted to unrelated expenses.

  3. Requires transparent, annual reporting on how tax return donations are spent. , including detailed breakdowns of fund distribution, recipients, amounts, purposes, and financial planning, which increases accountability and allows the public to track the impact of their contributions.

  4. Potentially increases funding for prevention and support services targeting child abuse and family crises. , as greater visibility and convenience may attract more donors, strengthening the safety net for at-risk children and families in New York.

Justification

Under this bill taxpayers would have the option to support and strength- en New York children and families by donating to the William B. Hoyt Memorial Children and Family Trust Fund. Hoyt Memorial Children and Family Trust Fund is administered by the Office of Children and Families. In 2013, 27 programs received funding from the Trust Fund which helped over 167,554 adults and children in the state. The Trust Fund programs have positive outcomes for individuals served, such as: improved factors that protect against child abuse and neglect improved safety for children, adults and elders exposed to family violence and reduced incidents of Abusive Head Trauma (Shaken Baby Syndrome).

Fiscal implications

None.
