What's happening
This bill adds Dutchess County to the list of counties where state-owned lands are subject to local property taxation.
Why it matters
Potential increase in local tax revenue. By making state-owned lands in Dutchess County subject to local property taxes, the bill could provide new funding for county and municipal services like schools, emergency services, and infrastructure.
Shifts fiscal responsibility. The state, rather than local taxpayers, would contribute directly to the local tax base, potentially reducing pressure on residential and business property owners in Dutchess County.
Creates equity between counties. Dutchess would join other counties (like Rockland and Putnam) that already benefit from taxing state-owned lands, addressing concerns about fairness and consistent treatment across regions.
May affect state land management decisions. If the state must pay property taxes on lands in Dutchess, it could influence future decisions about purchasing, developing, or maintaining state-owned properties in the county.

Title of bill
An act to amend the real property tax law, in relation to the taxation of state lands in the county of Dutchess
Purpose
This legislation authorizes the taxation of certain State lands in the County of Dutchess.
Summary of provisions
Section 1 amends the Real Property Tax Law making taxable certain State Lands in the county of Dutchess.
Section 2 sets the effective date.
Existing law
State land in places like Rockland and Putnam Counties is subject to Property taxation, but the state does not compensate Dutchess County for over 50% of the land it owns within the county.
Justification
New York State must compensate counties and local governments in a consistent manner across the state. New York pays property taxes on state owned land in some counties throughout the State, while not paying anything for similar parcels situated in comparable areas. It is time to treat Dutchess County fairly, and make payments on all lands owned with- in the county.
Legislative history
None.
Fiscal implications
To be determined.
Local fiscal implications
Positive implications to be determined.
Effective date
s.k 1 To take effect immediately.
