What's happening
This bill authorizes the Town of Brookhaven to lease certain parklands for use as a library branch, requiring compensation for new or improved parkland.
Why it matters
Ensures no net loss of parkland. The bill requires Brookhaven to dedicate funds equal to or greater than the fair market value of the leased parkland to acquire new parkland or improve existing recreational facilities, helping to maintain or enhance community green space.
Protects public use if library closes. If the library branch stops operating on the leased land, the property automatically reverts to public park and recreation use, preserving long-term community access to the space.
Mandates federal compliance. If the parkland involved received federal funding, Brookhaven must meet federal requirements for parkland conversion, including substituting land of equal value and usefulness, ensuring compliance with national land preservation standards.
Specifies clear location and duration. The legislation precisely defines the land parcel and limits the lease to 30 years, providing transparency and predictability for both the town and the library district.
