What's happening

This bill allows SUNY Potsdam to offer special tuition rates to certain non-resident undergraduates living within 200 miles, until 2025.

Why it matters

  1. Targets regional recruitment and competition. By allowing SUNY Potsdam to offer a special tuition rate to non-resident undergraduates within 200 miles, the bill aims to attract students from nearby out-of-state areas who might otherwise choose competing institutions, potentially increasing enrollment and tuition revenue.

  2. Limits on eligibility and scope. The program is capped so that no more than 10% of total enrollment can be non-resident students receiving the special rate, maintaining a focus on serving New York residents while still diversifying the student population.

  3. Tuition floor and institutional discretion. The special tuition rate cannot be lower than 1.5 times the in-state rate, ensuring that the institution still receives a financial premium for non-resident students. SUNY Potsdam must also consider factors such as regional high school graduate numbers, physical capacity, and competition before participating.

  4. Accountability and temporary nature. The legislation requires annual reporting on the program’s impact and includes a sunset clause, automatically repealing the provision in 2025 unless further legislative action is taken—allowing for assessment of the program’s effectiveness before any continuation.
