What's happening
This bill legalizes and validates a 2013-2014 transportation contract for the Cold Spring Harbor central school district.
Why it matters
Protects district funding. By legalizing and validating the transportation contract from 2013-2014, the bill ensures that Cold Spring Harbor central school district can receive state transportation aid that might otherwise be denied due to procedural errors.
Prevents financial penalties. Without this bill, the district could potentially lose reimbursement or face budget shortfalls because of past paperwork or filing mistakes, impacting school resources and services.
Legal certainty for past actions. The bill shields the district and its officials from legal challenges or audits related to errors or irregularities in the contract process, providing administrative closure and security.
Sets a precedent for similar cases. This kind of legislative action may signal to other districts that the legislature is willing to validate contracts retroactively if procedural mistakes are made, potentially influencing how schools handle contracting and compliance.

Title of bill
An act in relation to legalizing, validating, ratifying and confirming a transportation contract of the Cold Spring Harbor central school district
Purpose or general idea of bill
This bill would correct a clerical error between the Cold Spring Harbor Central School District and the State Education Department in the 2013- 14 school year.
Summary of provisions
Section 1: Legalizes, validates, ratifies, and confirms a transportation contract, E259217, in connection with a transportation contract of the 201314 school year.
Section 2: Directs the Department of Education to consider the aforemen- tioned contract for transportation aid.
Section 3: Sets the effective date.
Justification
This bill seeks to mitigate the negative impact to the Cold Spring Harbor Central School District, which would lose a major portion of its State aid due to a clerical error on the part of the district. Specif- ically, the error may result in the loss of significant transportation aid.
Without the restoration of this transportation aid, the school district would be faced with either cutting the quality and scope of its educa- tional programs or raising real property taxes dramatically. This would place an undue burden on district residents and present hardships to many in the Cold Spring Harbor community.
