What's happening

This bill requires increased outreach and transparency for minority and women-owned business enterprise programs and appropriates $1 million for these efforts.

Why it matters

  1. Requires state agencies to publicly list specific outreach efforts. including seminars, contacts, resources, events, and opportunities—related to minority and women-owned business enterprise (MWBE) certification on a centralized, accessible website, making it easier for businesses to find and access these programs.

  2. Mandates targeted outreach and education. to promote MWBE certification, with a specific emphasis on engaging under-represented minority groups (those with less than 20% participation, such as Black and Hispanic businesses), aiming to address disparities in state contract awards.

  3. Directs a substantial new investment ($1 million). specifically for these expanded outreach and transparency efforts, signaling a financial commitment to improving equity in public contracting and potentially increasing MWBE participation in state procurement.

  4. May lead to increased competition and diversity. among state contractors by lowering barriers to entry for minority and women-owned businesses, which could have downstream impacts on economic opportunity and community development in under-served populations.
