What's happening

This bill allows New York City to create a parking permit system for Staten Island park-and-rides, with free permits for residents and fees for out-of-state users.

Why it matters

  1. Aims to address congestion and commuter parking issues. by giving New York City the ability to control who uses Staten Island park-and-ride lots—potentially benefiting local residents who have struggled to find parking due to out-of-state commuters.

  2. Creates a new revenue stream for New York City. by charging out-of-state residents annual fees for parking permits, which could help fund local services or transportation improvements, as all fees would go to the city’s general fund.

  3. Requires transparency and public input. before implementation, as the city must hold a public hearing and justify the need for a permit system, ensuring that residents and stakeholders can weigh in on how the system is designed.

  4. Includes exemptions for certain vehicles. (specifically those registered under section 404-a, which typically covers vehicles for people with disabilities), indicating attention to accessibility and fairness for vulnerable populations.

Title of bill

An act to amend the vehicle and traffic law, in relation to parking permit systems for park-and-rides on Staten Island

Purpose

Relates to authorizing a parking permit system for park-and-rides in the Borough of Staten Island

Summary of provisions

Section 1 amends the Vehicle and Traffic law by adding a new section 1640-q.

Justification

This bill would implement a parking permit system for park-and-ride parking lots located in Staten Island. The Borough of Staten Island has three park .and ride parking lots offer Staten Island commuters a combined 1,157 parking spaces.

Recently, it seems that out-of-state residents are taking advantage of the free parking at park-and-ride lots to the detriment of Staten Island residents. This requires Staten Island residents often have to find less convenient parking when parking spaces in park-and-ride lots are occu- pied by out-of-state residents. The cost of operating and maintaining park-and-ride parking lots on Staten Island is supplemented with revenue collected from the taxes paid by Staten Island residents and other resi- dents of the state of New York.

This bill, by implementing a paid parking permit system at Staten Island park-and-ride lots in which Staten Island residents receive a permit free of charge and out-of-state residents pay an annual fee for a permit would increase the availability of parking spaces for Staten Island residents.

Fiscal implications

None.
