What's happening
This bill requires businesses applying for certain vehicle-related registrations to provide municipal certification of compliance with zoning, planning, and fire regulations.
Why it matters
Ensures local community standards are met. By requiring municipal certification of compliance, the bill helps guarantee that businesses like auto dealers, repair shops, and manufacturers adhere to local zoning, planning, and fire safety rules before being allowed to operate.
Reduces risk to public safety and neighborhood quality of life. This added step aims to prevent potentially hazardous or disruptive businesses from opening in areas where they would violate safety codes or negatively impact residential neighborhoods.
Places more responsibility on municipalities and applicants. Businesses now must proactively obtain and submit official documentation from their local government, potentially increasing administrative work for both applicants and municipal offices, but also increasing accountability and transparency.

Title of bill
An act to amend the vehicle and traffic law, in relation to the application for registration of manufacturers, dealers, repairmen and others
Purpose
This bill requires motor vehicle dealerships to obtain the same certif- ication from the municipality that motor vehicle repair shops are required to obtain, in order to ensure compliance with applicable regu- lations and codes.
Summary of provisions
Section one amends subdivision of section 415 of the vehicle and traffic law by adding a new paragraph b-3 to read as follows: b-3. A certif- ication from the municipality where the business is to be conducted, indicating that the business is in compliance with applicable zoning and planning regulations, fire regulations and zoning codes.
Section two provides that this act shall take effect on January 1, 2019.
Justification
This bill is necessary so that the town may enforce safety regulations on motor vehicle dealerships that already apply to motor vehicle repair shops. This protects the residents as well as their quality of life. It makes sense that the existing regulations for motor vehicle repair shops should be expanded to include motor vehicle dealerships as well.
