What's happening

This bill exempts emergency ambulance service vehicles from the law prohibiting tinted windows in automobiles.

Why it matters

  1. Allows emergency ambulance vehicles to use tinted windows. , which could help protect patient privacy and confidentiality during transport by shielding them from public view.

  2. May improve safety and comfort for ambulance crews and patients. by reducing glare, heat, and UV exposure inside the vehicle, especially during long transports or in bright conditions.

  3. Distinguishes ambulance vehicles from regular passenger cars regarding window tint laws. , potentially helping law enforcement and the public more easily recognize emergency medical vehicles and their special operational needs.

Title of bill

An act to amend the vehicle and traffic law, in relation to providing an exemption to the prohibition on tinted windows in automobiles for emergency ambulance service vehicles

Purpose

Amends vehicle and traffic law to allow for emergency ambulance service vehicles to have tinted windows

Summary of provisions

Section 1 amends subdivision 12-a of vehicle and traffic law section 375 to provide an exemption to the prohibition on tinted windows in automo- biles for emergency ambulance service vehicles

Section 2 contains the effective date

Justification

Public health law (section 3001) outlines stringent guidelines for a private vehicle to be utilized as an Emergency Ambulance Service Vehicle (EASV). This designation allows for private vehicles to be equipped with a number of life saving devices, normally found in ambulances, to be operated by trained EMS providers to deliver ambulatory care. While the required equipment is of significant cost, EASV's are not equipped with the same security as ambulances. Permitting tinted windows on these vehicles would act as a deterrent against theft of expensive, life-sav- ing medical devices.

Legislative history

6/7/18 - S8616 passed Senate.

Fiscal implications

None to the state.

Effective date

This act shall take effect immediately.
