What's happening

This bill authorizes the New York health commissioner to provide grants to nonprofits and schools to help fund local blood donation drives.

Why it matters

  1. Funding depends on appropriations. Grants would be limited to money appropriated for this purpose; the bill itself sets no funding amount.

  2. No geographic carveouts. The grant authority would apply across New York, with elementary, secondary and postsecondary schools eligible alongside not-for-profit organizations.

  3. Added authority, not a mandate. The bill would expand the commissioner's existing blood-program powers without requiring grant awards. It would take effect immediately.

Sponsor's memo

Title of bill

An act to amend the public health law, in relation to authorizing the commissioner of health to make grants to be used for the costs of conducting a local blood donation drive

Purpose or general idea of the bill

Provides grants to encourage community blood drives.

Summary of specific provisions

Amends Public Health Law § 3100 to allow the Health Commissioner to make grants, within amounts appropriated, to not-for-profit organizations and elementary, secondary and postsecondary schools to help pay for the costs of conducting a local blood donation drive.

Justification

This bill would create a program of grants to help community groups and schools run blood drives. When community organizations or schools conduct blood drives, the blood bank generally pays for the cost of the blood collection itself. But the blood banks do not pay for promotional activities such as mailings to an organization's members, or the cost of the space if this cost exists.
