What's happening

This bill creates the New York farm to school and school garden fund, supported by taxpayer contributions, to establish school gardens and promote local food education.

Why it matters

  1. Connects taxpayer contributions directly to healthy food and agricultural education. , giving New Yorkers a concrete way to support school gardens and local food initiatives via their tax returns (without reducing their tax owed).

  2. Promotes transparency and accountability. by requiring annual public reports detailing how funds are used, who receives them, and what outcomes are achieved—helping taxpayers see the impact of their contributions.

  3. Supports local agriculture and food systems. by encouraging schools to purchase local products and educate students on food origins, which can help strengthen New York’s farming economy and foster lifelong healthy eating habits.

  4. Enables flexible and potentially growing funding. for school gardens through not only taxpayer gifts, but also grants, gifts, or bequests from other sources, allowing the program to expand beyond what is raised through tax returns alone.

Summary of provisions

The bill amends the state finance law by adding a new section creating the "New York Farm to School and School Garden Fund," for the purpose of establishing school gardens and purchasing equipment and educational materials to promote students' consumption of local products

The bill amends the tax law by adding a new section creating the "Gift for the New York farm to school and school garden fund," enabling an individual, in any taxable year, to contribute to the New York Farm to School and School Garden fund to help establish school gardens and purchase equipment and educational material to promote students' consumption of local products.

- Money spent from the fund and process for disbursement;

- Recipients of the fund and amounts awarded;

- Purpose for each award granted; and

- Financial accounting of the previous year and plan for future year.

JUSTIFICATION::

From improving nutrition to supporting our state's agriculture industry, the benefits of eating locally grown foods are many. As such, it is important to instill in New York's young people the importance of eating healthy fruits and vegetables, as well as the significance of supporting the hard work done by farmers.

Through the establishment of the "New York Farm to School and School Garden Fund"-which would be funded through voluntary contributions made via personal income tax returns-schools across the state would be provided with the resources necessary to build school gardens, purchase gardening equipment and educational materials to promote students' consumption of local products.

By giving students hands on experience in growing their own healthy fruits and vegetables, we not only improve their nutrition, we also help them to learn more about fanning and helping them to become interested in the possibility of one day pursuing a career in agriculture.
