What's happening
This bill allows the Triborough Bridge and Tunnel Authority Superior Officers Benevolent Association to opt into certain collective negotiation dispute resolution provisions within ninety days of enactment.
Why it matters
Expands bargaining options. By allowing the Superior Officers Benevolent Association (SOBA) to opt into specific collective negotiation dispute resolution provisions, this bill empowers these officers to access potentially more effective or favorable mechanisms for resolving contract disputes with their employer.
Time-sensitive decision. The bill creates a strict ninety-day window for SOBA to opt in, putting pressure on union leadership and members to quickly assess the benefits and consequences of participation, potentially influencing the union’s bargaining strategy and internal politics.
Potential for broader labor impacts. Granting this option to SOBA may set a precedent for other MTA or public safety unions seeking similar dispute resolution rights, which could reshape labor relations and negotiations across New York’s public sector.
Implications for public safety and transit operations. Improved dispute resolution processes for key law enforcement personnel at major transit points could help prevent or more efficiently resolve labor impasses, reducing the risk of disruptions to public safety or transportation services.

Title of bill
An act to amend the civil service law, in relation to employees classi- fied as the Triborough bridge and tunnel authority superior officers benevolent association of an MTA-employer and the resolution of disputes in the course of collective negotiations
Purpose
To allow certified or registered public employee organizations to repre- sent employees as the Triborough Bridge and Tunnel Authority Superior Officer Benevolent Association of an MTA-public employer and to be covered by the provisions of section 209 of the Civil Service Law.
Summary of provisions
Section one amends section 209 of the Civil Service Law to grant binding arbitration to Triborough Bridge and Tunnel Authority Superior Officer Benevolent Association members.
Section two states that this bill shall take effect immediately, provided, however, that the amendments to paragraph (f) of section 209(5) of the Civil Service Law made by section one of this bill shall not affect the expiration of such subdivision and shall be deemed to expire therewith.
Justification
Current provisions of Chapter 929 of the Laws of 1986 relating to compulsory arbitration to resolve impasses in collective negotiations between an MTA public employer and a public employee organization left out certain employees from receiving this benefit. This bill would correct this inequity.
Over the years, compulsory arbitration has allowed the people of New York to enjoy uninterrupted services. All evaluations of the effects of this law have been positive and have advocated the continuation of this process.
