What's happening

This bill requires the Department of Health to assign at least one narcotics enforcement investigator to each county in large cities.

Why it matters

  1. Ensures increased local oversight and enforcement of narcotics laws,. as every county in New York City (or any city with a million+ residents) would have a dedicated investigator, potentially leading to more proactive investigations and swifter action on drug-related offenses.

  2. May improve coordination between state and local agencies,. since dedicated Bureau of Narcotics Enforcement (BNE) investigators would be consistently present in each county, making it easier for local law enforcement and health agencies to collaborate on drug enforcement and public health initiatives.

  3. Could lead to more equitable enforcement across different neighborhoods,. addressing concerns that some counties or boroughs within large cities might have previously lacked sufficient narcotics enforcement resources compared to others.

  4. Might affect resource allocation and budget priorities for the Department of Health,. as the mandate to assign at least one investigator per county may require hiring additional staff or reallocating personnel from other duties.

Title of bill

An act to amend the public health law, in relation to requiring the department of health to assign at least one investigator of the bureau of narcotics enforcement to each county within a city having a popu- lation of one million or more

Purpose

To direct the Department of Health to assign at least 1 narcotics inves- tigator to each county in the City of New York.

Summary of provisions

Section one amends section 3385 of the public health law by adding a new subdivision 3 requiring at least 1 narcotics investigator to each county in New York City.

Justification

New York City, especially the borough of Staten Island is experiencing a growth in prescription drug abuse among its population, especially teen- agers and young adults. Abusers of prescription narcotics usually obtain these drugs by using forged prescriptions or deceiving their doctor to write them a prescription. The New York State Department of Health's Bureau of Narcotics Enforcement has been effective in combating this epidemic. Recently, the Bureau was responsible for busting a 31 member prescription drug ring that was illegally selling Oxycodone out of an ice cream truck. These narcotic investigators play a valuable role in combating the plague of prescription drug abuse and it is necessary that there be at least 1 investigator in each borough to protect the public.
