What's happening

This bill extends the deadline for pistol or revolver license recertification in New York from January 31, 2018 to July 31, 2020.

Why it matters

  1. Provides more time for compliance. By extending the recertification deadline, the bill gives current pistol and revolver license holders extra time to meet legal requirements, reducing the risk of unintentional violations and automatic license revocations.

  2. Mitigates administrative backlogs. The extension recognizes potential delays or difficulties in the recertification process, both for gun owners and for state agencies managing high volumes of paperwork, thus seeking to prevent overwhelmed systems and unnecessary penalties.

  3. Reduces risk of sudden legal consequences. Without this extension, individuals who missed the original deadline could face immediate license revocation and possible legal jeopardy; the new timeline offers a grace period to maintain lawful gun ownership while catching up with paperwork.

  4. Signals ongoing legislative attention. The change demonstrates that policymakers are monitoring the implementation of gun licensing laws and adjusting deadlines in response to real-world challenges faced by both citizens and state agencies.

The form may be in an electronic form if so designated by the superintendent of state police. Failure to recertify shall act as a revocation of such license. If the New York state police discover as a result of the recertification process that a licensee failed to provide a change of address, the New York state police shall not require the licensing officer to revoke such license.

§ 2. This act shall take effect immediately and shall be deemed to have been in full force and effect on and after January 31, 2018.
