AN ACT to amend the public health law, in relation to applications for funds under the physician loan repayment and physician practice support programs
The People of the State of New York, represented in Senate and Assembly, do enact as follows:
Section 1. Paragraph (e-1) of subdivision 5-a of section 2807-m of the public health law, as amended by section 6 of part H of chapter 57 of the laws of 2017, is amended to read as follows:
(e-1) Work group. For funding available pursuant to paragraphs (d) and (e) of this subdivision:
(i) The department shall appoint a work group from recommendations made by associations representing physicians, general hospitals and other health care facilities to develop a streamlined application process by June first, two thousand twelve.
(ii) Subject to available funding, applications shall be accepted on a continuous basis. The department shall provide technical assistance to applicants to facilitate their completion of applications. An applicant shall be notified in writing by the department within ten days of receipt of an application as to whether the application is complete and if the application is incomplete, what information is outstanding. The department shall act on an application within thirty days of receipt of a complete application.
(iii) The department shall appoint a work group including individuals recommended by associations representing physicians, general hospitals and other health care facilities, to assess the impact of the current grant application process on the number of individual applicants versus institutional applicants in underserved areas and shall include a thorough review of the accessibility and fairness of the New York State

Purpose of the bill
This bill will assess the impact of requiring individual applicants for Doctors Across New York grant programs to apply using the state Grants Gateway system.
Summary of provisions
Section 1 of the bill amends Paragraph (e-1) of subdivision 5-a of section 2807-m of the public health law by adding a new paragraph (iii) directing the Department of Health to form a work group to assess the impact of requiring individual applicants for grants from the Doctors Across New York physician loan repayment and physician practice support programs to use the New York State Grants Gateway.
Section 2 of the bill is the effect date.
Justification
The Doctors Across New York (DANY) program has been a very successful recruitment and retention initiative for physicians to serve in under- served areas across the State and receive loan forgiveness and practice start-up financial support from the State. The last two cycles have been over subscribed with those interested in applying for funds, and improvements had been made to the program to streamline the application process. This year Cycle V Requests for Applications (RFAs) has been moved from Department of Health to the New York State Grants Gateway, with a more rigorous and difficult process to first obtain a grants gateway account and then to access the RFA. This legislation is intended to gather information on the results of this new procedural change to assure that the number of individual applicants is not negatively impacted by the increased administrative steps to apply.
