AN ACT to amend chapter 658 of the laws of 2002, amending the education law, relating to citizenship requirements for permanent certification as a teacher, in relation to extending the effectiveness thereof
The People of the State of New York, represented in Senate and Assembly, do enact as follows:
Section 1. Section 2 of chapter 658 of the laws of 2002, amending the education law, relating to citizenship requirements for permanent certification as a teacher, as amended by section 59 of part YYY of chapter 59 of the laws of 2017, is amended to read as follows:
§ 2. This act shall take effect immediately[, and shall expire and be deemed repealed November 30, 2022].

Purpose
Makes permanent provisions which enable a legal resident whose immi- gration status is that of a lawful permanent resident of the United States and who would otherwise be eligible and qualified to serve as a teacher, to apply for and to receive Permanent Certification as a teach- er

Section one of the bill amends section 2 of chapter 658 of the laws of 2002 that amended the education law relating to citizenship requirements for permanent certification as a teacher by removing the repealer.
Section two of the bill provides the effective date.
Justification
Providing children with a quality education is one of the most valuable investments that can be made. Their future accomplishments will form the foundation of our communities, state, and nation. Certified teachers are key to shaping today the kids who will be our leaders tomorrow. The law to allow qualified legal residents to become certified teachers has provided much-needed teachers to our schools and has worked well since the enactment of the original legislation in 2002. This bill would make the provisions of that act permanent.
