What's happening

This bill establishes a task force to study and recommend ways to improve general aviation operations in New York State.

Why it matters

  1. Could influence aviation business and jobs. The task force will specifically examine how state and federal laws, regulations, and taxes affect investment in general aviation, which could lead to recommendations that make New York more competitive for aviation businesses and related employment.

  2. May impact airport infrastructure and local economies. By evaluating the effects of airport improvement and revitalization projects, the task force could identify ways to enhance airport facilities, potentially boosting local economies and supporting broader access to aviation services.

  3. Learning from other regions. The requirement to analyze incentive measures from other states and countries means New York could adopt best practices, potentially resulting in a more vibrant general aviation sector and improved services for private pilots, air taxi operators, and small businesses.

  4. Broad representation and quick timeline. With appointments from the governor, legislative leaders, and the DOT, the task force brings together diverse perspectives, and the 180-day deadline means recommendations could quickly influence future policy or legislative action.

Purpose or general idea of bill

Establishes the general aviation task force to study measures that may be implemented to improve general aviation operations in the state of New York.

Summary of provisions

Justification

It is very important to improve the economy of New York State and to improve tourism across our state, especially for the North Country and upstate economies. We must look for ways to increase travel and commer- cial exchange between the different regions in New York. General aviation aircraft activities allow for accessibility to the less-trav- eled areas throughout our state. More people can, more easily, explore the treasures throughout New York creating new economic opportunities. This bill would create a taskforce to study how to bolster and improve New York State's environment for general aviation to improve intrastate tourism.
