What's happening
This bill increases the annual supplemental educational improvement grant to the Yonkers city school district by applying a regional cost index.
Why it matters
Ties the Yonkers school grant to the regional cost index. , meaning the amount Yonkers receives will now reflect local economic conditions (like higher costs for salaries, goods, and services), rather than being a flat sum.
Could increase annual funding for Yonkers schools. , especially if the regional cost index is above 1, helping the district better address its unique budget pressures and potentially improve educational resources or programming.
Sets a precedent for cost-adjusted state education aid. , which may encourage similar adjustments for other districts in high-cost regions, possibly stirring debate about equitable school funding statewide.
May impact local taxpayers and budget planning. , since increased state aid could reduce pressure for local tax hikes or budget cuts, depending on how the district allocates new funds.

Title of bill
An act to amend the education law, in relation to supplemental educational improvement plan grants
Purpose
This bill captures regional cost indexes in calculating SEIP grants.
Summary of specific provisions
Section I of this bill amends Paragraph B of Subdivision 8 of Section 3641 of the Education Law, as amended by Section 29 of Part B of Chapter 57 of the laws of 2008 to read as follows: To the Yonkers City School District there shall be paid seventeen million five hundred thousand dollars multiplied by such District's regional cost index.
Justification
Regional cost indexes were recently adopted under the State's new Foun- dation Aid formula for public education. Certain school districts, however, may also receive SEIP grants, which are designed to provide additional State funds for the continuation of programs and services under a court ordered plan. These funds should also be subject to the regional cost differences accounted for in the new school aid formula.
