What's happening
This bill allows village boards of trustees to adopt local laws changing subdivision seven of section 10-1006 regarding volunteer fire companies.
Why it matters
Empowers local governance. The bill gives village boards of trustees the specific ability to adopt local laws that alter subdivision seven of section 10-1006, increasing local control over rules affecting volunteer fire companies.
Targets flexibility for volunteer fire companies. By allowing amendments to subdivision seven, the bill could let villages more easily update or tailor regulations for their volunteer fire departments to address changing needs or local circumstances.
Maintains safeguards on broader changes. The bill still prevents village boards from changing other parts of section 10-1006, ensuring that only a focused area—subdivision seven—can be locally adjusted, thus balancing local autonomy with statewide consistency.

Title of bill
An act to amend the village law, in relation to volunteer members of village fire companies
Purpose
This bill allows a village board of trustees to adopt a local law to allow the percentage of nonresident volunteer members in a village fire company to exceed forty-five percent of the actual membership of the fire company.
Summary of provisions
Section 1 amends subdivision 14 of section 10-1006 of the village law to give the village board of trustees discretion to pass a local law that changes, amends, or supersedes subdivision seven which forbids the percentage of non-resident volunteer members in village fire companies to exceed forty-five percent of the actual membership of the fire compa- ny.
Section 2 states that this law shall take effect immediately.
Justification
Currently, village law forbids the percentage of non-resident volunteer members in village fire companies to exceed forty-five percent of the actual membership of the fire company. This negatively impacts village fire companies by making it more difficult to fill their total member- ship and leaving fire companies with vacancies which could be filled by the membership of non-resident volunteer firefighters. This bill allows a village board of trustees to pass a local law allowing the percentage of non-resident volunteer members to exceed forty-five percent of the actual membership of the village fire company. This will help village fire companies obtain greater membership and keep our communities safe.
