What's happening
This bill requires the Division of Military and Naval Affairs to set security policies for National Guard recruiting centers and only allows their operation at sites where personal firearms are permitted.
Why it matters
Could impact where National Guard recruiting and ROTC centers are located. , as they would only be allowed in places where individuals can legally carry registered personal firearms—potentially reducing the number of eligible sites, especially in areas with stricter gun regulations.
May change the security environment at recruiting centers. , as it encourages or requires the presence of personally armed individuals, which could deter some threats but also raise concerns about safety, liability, or accidental incidents.
Reflects a policy choice linking gun rights to military recruitment operations. , setting a precedent that the ability to carry personal firearms is intertwined with military and national security practices at the state level.

Title of bill
An act in relation to directing the division of military and naval affairs to establish policies on the security and protection of New York national guard and air national guard recruiting centers
Purpose
This legislation would require the Division of Military and Naval Affairs to provide sidearms or to allow all New York National Guard and New York Air National Guard personnel to carry their own personal sidearm while onsite of a recruiting center.
Summary of provisions
Section 1. requires the division of Military and Naval Affairs to to provide sidearms or to allow all New York National Guard and New York Air National Guard personnel to carry their own personal sidearm while onsite of a recruiting center.
Section 2 is the effective date.
Justification
In November 2016 the Department of Defense published a document allowing individuals to carry their personal weapons. This was done in response to numerous active shooter incidents located on military bases. As a result in New York members of our Nation's Military may carry their weapons, however members of our National Guard and Air National Guard working at recruiting centers cannot. This is a discrepancy that needs to be corrected and this legislation seeks to make New York policy commensurate with Federal policy.
Legislative history
