What's happening
This bill allows English language learners under 21 attending regular school to join employment preparation programs if space is available, at no additional cost.
Why it matters
Expands access to job training for young English language learners. By allowing students under 21 who are English language learners to join employment preparation programs, the bill aims to help these students gain job skills and improve their future employment prospects.
Removes financial barriers for school districts. Participation of these students in employment preparation programs cannot create extra costs for local school districts or BOCES, which may make schools more willing to support their participation.
Targets a vulnerable student group. English language learners often face additional challenges in the education system; this bill provides them with more opportunities to develop workplace readiness, potentially aiding their integration and long-term success.

Title of bill
An act to amend the education law, in relation to employment preparation education programs
Purpose
To allow English language learning students under the age of twenty-one to participate in approved employment preparation education programs.
Summary of provisions
This bill amends Subdivision 11 of section 3602 of the education law to allow any student under twenty-one years of age who attends regular day school classes and is designated as an English language learner by his or her school district or BOCES program to participate in an approved employment preparation education program, provided that space,is avail- able.
Justification
Under current law, English language learning (ELL) students under the age of twenty-one are precluded from participating in approved employ- ment preparation education programs because the age of eligibility for students is twenty-one years and older. As a result, ELL students under the age of twenty-one are unable to participate in these programs even if there is space available for them in the program. Opening these programs up to ELL students under the age twenty-one will help them get the education and training that they desire.
