What's happening
This bill requires every introducer's memorandum for a bill to include a statement detailing the fiscal impact on political subdivisions.
Why it matters
Increases transparency for local governments. By requiring every bill's introducer to specify fiscal impacts on political subdivisions (such as cities, counties, and towns), local officials and residents can better understand how proposed state laws might affect local budgets and services.
Helps prevent unfunded mandates. With explicit statements on fiscal impacts, lawmakers and the public can more easily identify when new legislation could impose costs on local governments without providing funding, allowing for more informed debate and decision-making.
Improves legislative accountability. Mandating fiscal impact statements in bill memoranda ensures that lawmakers consider and publicly disclose financial consequences for localities before advancing legislation, potentially leading to more responsible lawmaking.
Affects planning and advocacy. Clear fiscal impact information empowers local governments, advocacy groups, and taxpayers to plan, budget, or mobilize in response to proposed laws, as they will have earlier and more reliable data on potential financial effects.
