What's happening

This bill creates a statewide campaign in New York to promote acceptance, inclusion, and understanding of diversity and to combat discrimination.

Why it matters

  1. Expands the state’s efforts beyond just anti-discrimination enforcement by requiring proactive public education and awareness campaigns. , aiming to shape social attitudes and reduce incidents of bias and hate before they occur.

  2. Engages a wide range of partners—including schools, community groups, religious organizations, and local governments—. to maximize the campaign’s reach and tailor approaches to different communities and age groups, potentially leading to more meaningful local impact.

  3. Mandates the creation and distribution of educational materials through multiple channels, including social media and printed materials,. which means the campaign could effectively reach both younger and older populations and adapt to evolving communication technologies.

  4. Requires the Division of Human Rights to make campaign information easily accessible online and leverage both public and private resources,. possibly increasing transparency, accountability, and the overall scale of anti-bias efforts in New York State.

Justification

Hate has no place here. This legislation creates a statewide campaign for acceptance, inclusion, tolerance, and understanding of diversity. We are currently seeking an uptick in crimes of hate and in particular, anti-Semitism, as well as Islamophobia and we must fight back against all forms of hate including anti-Semitism, and Islamophobia. This legislation is part of that fight by creating a campaign aimed at high- lighting the amazing diversity we have here in New York. The well round- ed campaign created under this legislation is an important needed step to address the hate including anti-Semitism, and Islamophobia we are currently experiencing.

Legislative history

None.

Fiscal implications

To be determined.

Effective date

This act shall take effect on the ninetieth day.
