What's happening
This bill requires New York to establish and maintain a strategic state stockpile of medical supplies, drugs, and vaccines.
Why it matters
Annual review and adaptation. By requiring yearly assessments and updates of the stockpile’s contents, the bill aims to ensure New York remains prepared for new or evolving health threats, preventing shortages or obsolescence of critical supplies.
Enhanced oversight and security. The legislation mandates strict inventory management and security protocols, reducing risks of mismanagement, loss, or theft of vital medical resources.
Collaborative and responsive planning. The commissioner must consult with disease experts, state and local agencies, and both public and private healthcare sectors, fostering a coordinated approach that leverages broad expertise and resources for better emergency response.
Strategic procurement and supply chain management. By formalizing procurement authority and requiring supply chain plans, the bill seeks to streamline purchasing and distribution, potentially reducing costs and improving access to essential medical supplies during crises.

Title of bill
An act to amend the public health law, in relation to establishing a state stockpile
Purpose
The proposed legislation would require the state to maintain a stockpile of medical equipment and other supplies.
Summary of provisions
Section 1 requires the health commissioner shall maintain a stockpile of drugs, vaccines, medical devices and other biological products. The commissioner shall also conduct an annual review of the contents of the stockpile and make necessary additions or modifications to the contents.
Section 2 requires that the commissioner consult with the workgroup for disease elimination and reduction; ensure the adequate procedures are followed with respects to the stockpile; review and revise the stockpile to address emerging threats, and devise plans for the effective and timely supply-chain management the stockpile.
Justification
The COVID-19 pandemic has required New York to rely on an insufficient, and sometimes ineffective, medical supply from the federal government. Defective ventilators and other insufficient medical supplies has cost many lives in this State. This purpose of this bill is to ensure that New York is prepared should a similar situation ever arise. A supply of medical equipment and vigilant monitoring will make us better prepared for any other emergency, should one ever arise.
