        Introduced  by  Sen.  COONEY -- read twice and ordered printed, and when
          printed to be committed to the Committee on Higher Education
 
        AN ACT in relation to certain campus plans; and providing for the repeal
          of such provisions upon expiration thereof
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Notwithstanding  any law, rule, regulation or guidance to
     2  the contrary, a private college or university may amend its campus  plan
     3  upon  approval  of  the  commissioner  of economic development. Prior to
     4  approval the commissioner shall provide notice to  the  speaker  of  the
     5  assembly and the temporary president of the senate.
     6    §  2.  This  act  shall take effect immediately and shall be deemed to
     7  have been in full force  and  effect  on  and  after  January  1,  2020;
     8  provided,  however,  that the provisions of this act shall expire and be
     9  deemed repealed July 1, 2022.
