          printed to be committed to the Committee on Transportation
 
        AN ACT to amend the public  authorities  law,  in  relation  to  capital
          program plans
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Paragraphs (b) and (c) of subdivision 1 of  section  1269-b
     2  of  the  public  authorities law, as added by chapter 637 of the laws of
     3  1996, are amended and two new paragraphs (d) and (e) are added  to  read
     4  as follows:
     5    (b) not later than ten days after the effective date of this paragraph
     6  the  authority shall submit to the metropolitan transportation authority
     7  capital program review board two capital program plans for the five-year
     8  period commencing January first, nineteen hundred ninety-five; [and]
     9    (c) on or before October first, nineteen hundred ninety-nine and every
    10  fifth year thereafter, the authority shall submit  to  the  metropolitan
    11  transportation  authority  capital  program  review  board  two  capital
    12  program plans for the five-year period commencing January first  of  the
    13  following year[.]; and
    14    (d) on and after January first, two thousand twenty-four, the authori-
    15  ty  shall  submit  to  the metropolitan transportation authority capital
    16  program review board on or before  January  thirty-first,  two  thousand
    17  twenty-eight  and every fifth year thereafter, two capital program plans
    18  for the five-year period commencing January first of the following year.
    19    (e) Notwithstanding any provision of law to the contrary, the  capital
    20  program  plans  required to be submitted to the metropolitan transporta-
    21  tion authority capital program review board by the  authority  shall  be
    22  submitted  on  or  before  January thirty-first of the year prior to the
    23  period for which the submitted capital program plans take place.
    24    § 2. This act shall take effect immediately.
