13 REVEREND DR. SMITH: May the words
14 of my mouth be pleasing to God. I speak to you
15 in the name of the One Holy and Undivided
16 Trinity.
17 We gather today with one common
18 purpose, one common vision of humanity,
19 regardless of religious creed, spiritual
20 practice, political party. We who are gathered
21 in this room believe that the world as it is, is
22 not the world as it should be. And we have
23 committed ourselves to making the world a more
24 just and loving place.
25 And in order to realize that vision,

1 I pray that all gathered here may have the
2 courage to be attentive to those who are
3 suffering. I pray in the name of God that those
4 gathered here may be aware of the unhoused, those
5 who don't have access to nourishing foods, those
6 impacted by climate change, and those who suffer
7 the damage of COVID.
8 God, we ask You to help us remember
9 how the laws we create impact human dignity. So
10 we pray that the laws passed here may embrace the
11 diversity of Your creation. And we pray that the
12 laws passed here today may guide us to peace.
13 For, O God, You are the fountain of
14 wisdom Whose will is good and gracious and Whose
15 law is truth. We beseech You to guide and bless
16 our Senators and representatives assembled here
17 today, that they may enact such laws that will
18 please You, to the glory of Your name and the
19 welfare of all people.

20 so much, Mr. President.
21 I rise in order to, again,
22 acknowledge, celebrate and thank the heroes that
23 are in the chamber today. We have had a
24 wonderful day, and I want to thank Senator
25 Scarcella-Spanton for helping to arrange our

1 annual celebration, our Veterans Hall of Fame.
2 We this morning got to hear the
3 stories of so many veterans who not only served
4 their country, our country, proudly but continue
5 their service to this day.
6 As I said this morning, yesterday
7 most of us, I'm sure, if not all of us observed
8 Memorial Day celebrations and ceremonies, and we
9 mourned those who came before us to fight for our
10 right to be in this chamber, to pass, as our
11 clergy said, laws that will govern how we live
12 and how we are able to take care of the people in
13 New York and beyond.
14 But we don't take for granted the
15 opportunity to do these things. We don't take
16 for granted why we are doing these things. We
17 understand that people paid a price for us to be
18 part of this democracy. People think of chambers
19 like this as being divided, Democrats,
20 Republicans. You'll be surprised that we
21 actually agree on a lot of things. The thing
22 that all of us agree on is that our nation is
23 better because of the service of the individuals
24 here today. That because of the individuals here
25 today, we proudly serve. And every opportunity

1 that we get to thank you, not only for your
2 service but to set you up as an example for
3 posterity, set you up as an example of how
4 service goes beyond necessarily the battlefield
5 and into our own communities and how we all
6 benefit -- we all take the opportunity to do so.
7 We all have individuals here. I
8 wanted to really give a special shout-out to my
9 honoree. She is here, by our clock: Jean Otto
10 MacIntosh, who is a World War Two veteran. She
11 was a WAVE. She enlisted during World War II,
12 and she was trained as an air traffic controller
13 and went on to train fighter pilots how to use
14 radar during night flights.
15 She has been an amazing contributor
16 to our community in Westchester, lived in
17 Irvington for 80 years, and now she's at Kendall
18 on Hudson, which is in Sleepy Hollow, just a
19 little beyond Irvington.
20 And she has been an inspiration to
21 her church, to the community. And she doesn't
22 want me to say this, but she is the one who
23 brought Meals on Wheels to Irvington in 1975.
24 She didn't want me to say that, and
25 I didn't know why, because I told her my

1 parents -- again, my dad was a World War II
2 veteran who suffered from dementia. My mom cared
3 for him, and she had emphysema and COPD. And it
4 was Meals on Wheels that provided lunch for them
5 until I was able to get back there during
6 dinnertime to serve them.
7 So Jean, thank you. And to all of
8 our veterans, thank you so much for giving us the
9 honor of inducting you into this Hall of Fame.
10 You will be in our archives. You will be part of
11 our history, because you have made history. And
12 you've made our lives better.
13 Thank you so much. God bless you,
14 and thank you for being here today.

20 Mr. President.
21 I want to thank my colleagues. I
22 certainly want to thank Majority Leader
23 Stewart-Cousins for both her comments and her
24 support of this program, the Veterans Hall of
25 Fame. I want to thank our ranker -- Senator

1 Scarcella-Spanton, our chair of the Veterans,
2 Homeland Security and Military Affairs Committee,
3 of course our ranker, Senator Jake Ashby, a
4 veteran himself of the U.S. Army.
5 I know we have several veterans here
6 in the Legislature. But I certainly want to
7 recognize the nominees and their families who are
8 here today, who are in the chamber with us today.
9 I want to thank you for your service, for your
10 sacrifice.
11 As one who's served myself, I can
12 tell you that the family is a big part -- when we
13 talk about service, when we talk about what
14 veterans have given to this country, I can assure
15 you, whether it's a spouse, a sibling, a parent,
16 they serve as well. And it would not be but for
17 their love and their service on the home front
18 that allow our veterans to go and serve, whether
19 it's on the home front, whether it's in a
20 different country, whether it's in combat.
21 And I certainly want to thank all of
22 my colleagues for nominating these very worthy
23 nominees.
24 As was mentioned, we're a day
25 removed from Memorial Day, when we recognize not

1 only those who serve but -- I think maybe more
2 importantly -- we recognize those who gave their
3 lives in service. That's a very important
4 distinction. And I can promise you that the
5 nominees who are in this chamber, and all of the
6 nominees who have been recognized by being
7 inducted into the New York State Veterans Hall of
8 Fame, they would tell you that on Memorial Day
9 and on most days, they probably would tell you of
10 somebody else who's not here today who is just as
11 worthy or just as deserving. Because you always
12 remember the folks who didn't come home.
13 And that was what yesterday was
14 about. And it's a reminder that as elected
15 leaders and I think as a country, as a state,
16 that's the real price of living in a free
17 country, is that somebody has to give their life,
18 and people do give their lives in service to our
19 country, and have for its entire history.
20 We have veterans in this group that
21 span every conflict from World War II all the way
22 to the most recent conflicts in Iraq and
23 Afghanistan. I want to thank each one of them
24 for their service, for their commitment not only
25 to the United States of America but to their

1 communities when they came home.
2 And I would also like to take a
3 little bit to -- an indulgence, if I could, to
4 recognize my nominee, who could not be with us
5 today. But Tech Sergeant Henry -- known as
6 "Uncle Hank" -- Ross from Hilton, New York. He
7 was born in Rochester.
8 Sergeant Ross served in the United
9 States Army Air Corps -- this is before there was
10 an Air Force -- during World War II. From 1943
11 to 1945, he served as a radio operator and a side
12 waist gunner on board a B-24 Liberator.
13 Following six months of boot camp and basic
14 training, he was assigned to the 450th
15 Bombardment Group H of the 721st squadron based
16 in Manduria, Italy.
17 Over his time he survived over
18 50 bombing missions, flown over hostile skies
19 that were heavily protected by anti-aircraft guns
20 over Italy, France, Romania, Bulgaria, Hungary,
21 and even Germany.
22 Like many of his fellow veterans,
23 the pain and the agony of war for him is not too
24 far away. He was awarded the Purple Heart, among
25 other medals and ribbons, for not only his

1 accomplishments but for injuries that still
2 plague him today.
3 Don't be fooled. Despite his
4 injuries, he is turning 100 on May 16th. And you
5 can still catch glimpses of Sergeant Ross
6 patrolling the streets of Hilton on his
7 scooter -- but don't blink, or you might miss
8 him.
9 Speaking of games or, you know,
10 lighthearted aspects of it, he also is quite the
11 euchre player and remains as sharp as ever, you
12 know, back in his hometown of Hilton.
13 In fact, when I called him for this,
14 to let him know that he was my nominee, he was
15 watching television and we had a very interesting
16 conversation. We did not know each other very
17 well personally before, but he was savvy enough
18 to know that very often folks who are seniors who
19 are up there in their age, they get calls from
20 people on the phone looking to scam them out of
21 things. And he thought I was calling him as a
22 scam.
23 (Laughter.)
24 SENATOR ORTT: And so I had to give
25 him my name and all my information. And his -- I

1 think it was his niece who was there was able to
2 look me up and verify that in fact I was his
3 State Senator and the Veterans Hall of Fame was a
4 real thing. But such are the lives of our
5 Greatest Generation.
6 And I'm honored, as the leader has
7 nominated a World War II veteran, to be able to
8 nominate World War II veterans still. Because
9 there are fewer and fewer and fewer, and there's
10 going to come a day when there's not going to be
11 any left.
12 And these people -- this generation
13 didn't just win a war, they saved the planet.
14 They saved the world. And the world that we know
15 today, when we talk about freedom and liberty and
16 democracy and we talk about all these things,
17 none of it would be possible and much of it would
18 not exist but for the sacrifices of that
19 generation.
20 And so to Uncle Hank, Tech Sergeant
21 Henry Ross, and all of the other nominees, I want
22 to thank you for your service -- for your
23 commitment, for your faith, for your courage --
24 to the United States of America. And I hope that
25 everybody in this body and everybody across this

1 country and this state remains worthy of your
2 sacrifice going forward.
3 So thank you very much, and
4 God bless.

10 SENATOR SCARCELLA-SPANTON: Thank
11 you, Mr. President.
12 First and foremost, I'd like to
13 thank Majority Leader Stewart-Cousins for hosting
14 today's Veterans Hall of Fame event. It's
15 actually the first time that this event was
16 brought back in-person since COVID. So it was
17 really exciting to have everybody come up and
18 really special to see everybody in person again.
19 It's so important that we continue
20 to acknowledge members of the armed services from
21 New York and to honor our exceptional men and
22 women who served our great country and who were
23 chosen for this prestigious honor based on either
24 service in combat or notable work performed after
25 discharge from their service.

1 On that note, I would like to
2 personally acknowledge my nominee, Lee Covino.
3 Lee and I spoke just a couple of weeks ago. He
4 was on the mend and excited to come up to Albany.
5 It's something that he was really looking forward
6 to. And he tragically passed away just about a
7 week and a half ago.
8 Lee was incredibly, incredibly
9 special to the Staten Island veteran community.
10 He served in the Vietnam War, and there wasn't
11 any issue regarding veterans that you wouldn't go
12 to Lee for. I can say Senator Lanza and I host a
13 Veterans Day barbecue. My son, who's here with
14 me today, he came, got wet in the rain, and Lee
15 was the one who gave him a sweatshirt, made sure
16 he was warm.
17 He was just genuinely a good person.
18 When my husband got out of the military, Lee was
19 the first person that we called to just seek some
20 guidance on things for.
21 So he will sorely be missed. He was
22 instrumental, as a matter of fact, in bringing
23 the Vet Center and the VA Clinic to
24 Staten Island, as well as establishing a
25 Staten Island bus link to the VA Hospital in

1 Brooklyn, and this provides lifesaving services
2 to our Staten Island veterans.
3 Thank you for all you have done for
4 our nation, state and communities around
5 New York. Congratulations to all the honorees.
6 And I also wanted to mention
7 Senator Lanza's nominee, Jim Haynes, who's also
8 really involved in the veterans community on
9 Staten Island.
10 And with that, thank you. I proudly
11 vote aye.

1 veterans and your families for being here today.
2 And I know that it has been said, in terms of
3 this falling after Memorial Day -- and I do think
4 it is fitting because I believe each and every
5 one of these veterans, when you look at how they
6 continue to inspire people with their service, I
7 believe that their inspiration comes from those
8 who gave their life for this country and continue
9 to come forward each and every day.
10 How else could we have veterans who
11 are 104 years old and start Meals on Wheels
12 programs? Serve three tours in Iraq? The
13 stories go on and on.
14 And in my district I was fortunate
15 and privileged enough to nominate Chief Warrant
16 Officer 2 Casey Frankoski, who gave her life
17 while patrolling the southern border in a
18 Black Hawk helicopter. And Casey could have done
19 anything, but she wanted to fly helicopters.
20 And it's that type of commitment,
21 that type of dedication that we continue to see
22 from our men and women in uniform that will
23 continue to inspire future veterans and those who
24 wish to serve their community for generations to
25 come.

15 Heights/Woodside area of Queens.
16 And we have a number of leaders from
17 that community who are with us today. I have had
18 the good fortune of being invited to visit Nepal
19 and scale Mt. Everest, which is very ambitious.
20 I think I'll pass that honor to Senator Liu, who
21 I'm sure can handle it. He wants to go together.

19 If you're wondering why there's so
20 much energy emanating from the gallery up in the
21 wings up there, it's because we have
22 valedictorians and salutatorians from
23 14 high schools in Orange County, and lots of
24 brain power up in the wings of the gallery.
25 This has become something of an

1 annual tradition here in the Senate for the
2 42nd Senate District. And I'm really thrilled to
3 welcome some of the best and the brightest from
4 Orange County to this chamber, not just for some
5 of the proceedings today but for most of today
6 and this afternoon through a variety of events
7 and activities.
8 Before I get to them, I also want to
9 acknowledge the parents and faculty, some of whom
10 are here, some who are back in Orange County.
11 Certainly the achievements of these incredible
12 students are in part a result of the sacrifice
13 and the dedication of the adults that have
14 supported them throughout the four years -- and
15 even beyond -- during their time in high school,
16 whether it's helping with homework or bringing
17 them to and from activities at the school or just
18 the day-to-day challenges of being successful as
19 a student here in New York State.
20 And certainly to become a
21 valedictorian or salutatorian is an incredible
22 achievement. For some of them we're talking
23 about upwards of 1500, 2,000 peers that are in a
24 high school at a time. But regardless of their
25 class size, to be one or two as they graduate and

1 move on to -- whether it's the military or
2 college or taking some time to themselves before
3 moving on to other activities -- it's an
4 astounding achievement that ought to be
5 recognized.
6 And so I will quickly get through
7 the list here if my colleagues could bear with me
8 as I acknowledge these incredible students.
9 From Monroe-Woodbury High School, my
10 alma mater, we have Julia Landres and
11 Diya Mangatt.
12 We have, from Cornwall Central

10 I rise today to recognize a local
11 hero and a deeply loved and departed friend,
12 Cecilia Gentili.
13 I wish I could tell you about the
14 first time I met Cecilia. I don't remember the
15 day or the circumstance. I was young and
16 impressionable, and she was immediately a light
17 in my life. She was so fabulous and fearless.
18 And when I won elected office in 2018, I knew I
19 wanted her to MC my inauguration.
20 Throughout her life, Cecilia fought
21 hard against poverty, bigotry, and ignorance with
22 a sharp wit and an incredible sense of humor.
23 She had an aura that invited people in and made
24 us feel safe.
25 I think she would have loved the

1 spectacular display at her funeral -- the
2 fashion, the music, the glamour and the intrigue.
3 She refused to let anyone forget
4 that trans people are our neighbors. She sued
5 the federal government to ensure the
6 Affordable care Act included essential healthcare
7 for trans people. She was instrumental in this
8 body's passing GENDA, and was relentless about
9 creating safety for her loved ones wherever
10 transphobia and anti-immigrant sentiments reared
11 their ugly heads.
12 In a 2021 op-ed in the New York
13 Times titled "What Republicans Can Learn From My
14 Grandmother," Cecilia left us with a message that
15 so neatly defines the compassion and what
16 solidarity looks like in action: "Invite us to
17 your table, and it will grow to fit us all."
18 The loss of Cecilia leaves an empty
19 chair at the table. Cecilia was a hero and
20 mother figure to so many people from all corners
21 of the world. Her leadership will live on
22 through the people she mentored and mothered, who
23 will take her seat at the table and continue to
24 make room for others.
25 Mr. President, today we are joined

1 by Cecilia's husband, Peter Scotto, and close
2 family friend Elizabeth Rivera. Thank you so
3 much for being here and helping us honor Cecilia
4 and her amazing legacy.

11 thank my terrific colleague Senator Ramos, who

13 I had a longstanding relationship
14 with Cecilia over the years which really came to
15 fruition in 2019 when the Senate Democratic
16 majority came into its own and we finally passed
17 the Gender Expression Non-Discrimination Act, the
18 bill that finally, after decades of being
19 blocked, granted human rights protections to
20 New York transgender residents and anyone who
21 comes to New York State.
22 That was so crucial. But it was
23 only the first thing we did in conjunction with
24 Cecilia, whether it was our bill last year to
25 make New York State a safe haven for transgender

1 youth and their families and their physicians,
2 seeking gender-affirming care, or banning what
3 was a crazed practice in our criminal justice
4 system that allowed the fact that your victim was
5 transgender to be a defense to murder.
6 Cecilia was in the forefront of all
7 of those changes. And I'm very sad, shocked and
8 bereft at her loss, the loss to her family and to
9 the wider trans and LGBTQIA community, but to all
10 New Yorkers who care about human rights and
11 equality.

5 rise today with enthusiasm and respect and being
6 very proud of my friends who are here in the
7 gallery, my friend who is sitting over here next
8 to the dais, and that is Carlos Gerardo Izzo. He
9 is the Consul of Political and Public Affairs of
10 the Mexican Consulate in New York City.
11 He is here today for another
12 colleague and friend, the Consul General of
13 Mexico in New York, Jorge Islas LĂłpez, who
14 happens to be in Mexico right now because they
15 are getting ready for a national election on
16 Sunday.
17 And we're honoring these individuals
18 today, and so many more of the Oaxacan population
19 in the City of Poughkeepsie on the 17th annual --
20 we're getting ready for it -- La Guelaguetza
21 Festival in the City of Poughkeepsie, which is
22 one of the largest La Guelaguetza festivals
23 outside of Oaxaca.
24 Where for 17 years, thousands -- and
25 when I say thousands, I mean thousands of

1 individuals come to Waryas Park in the City of
2 Poughkeepsie on that Sunday to celebrate La
3 Guelaguetza. Which is a colorful, wonderful,
4 musical day of events that everybody should come
5 to. And I am inviting you to the City of
6 Poughkeepsie on the 17th to be part of this.
7 And for me, as a new mayor in 2016,
8 and wanting to get to know everyone in the City
9 of Poughkeepsie -- because you think you know
10 everyone, and you don't -- I reached out to
11 friends who reached out to me, and we formed this
12 committee, made up of individuals who helped me
13 know more about Oaxaca and how the influence of
14 Oaxaca in the City of Poughkeepsie is large, both
15 from businesses small and large, and then knowing
16 about the festival.
17 And this festival takes place in
18 Oaxaca at the end of July, and it is an annual
19 celebration that brings family, friends and
20 communities together to celebrate, to dance, and
21 enjoy the colorful traditions of Oaxaca.
22 And the local Oaxacan community
23 began the festival now in its 17th year for the
24 reason to strengthen the cultural and community
25 bonds that existed in the City of Poughkeepsie

1 that were only strengthened by this festival.
2 Now, La Guelaguetza -- Guelaguetza
3 is a word from the Indigenous Zapotec language
4 that means "sharing of mutual gifts." The spirit
5 of Poughkeepsie's festival, where more than
6 100 artists, dancers, food vendors, singers, they
7 present the culture and the traditions of eight
8 regions in the State of Oaxaca. And it
9 highlights the typical dances, the music of all
10 the different towns, the flavors and the majestic
11 colors that everyone wears that represents each
12 individual state.
13 And this binational celebration of
14 groups, presenters and teachers, coming
15 specifically from Oaxaca -- and I had the honor
16 to sign letters saying, please come to the City
17 of Poughkeepsie, please come for this annual
18 celebration. And they would come from Mexico and
19 participate.
20 And also, too, what we did -- and
21 I'm very proud of this -- at the urging of my
22 friends from the Oaxacan community, is we have a
23 friendship agreement between the City of Oaxaca
24 and the City of Poughkeepsie. And when we did
25 that and we corresponded with their government to

1 get that done, individuals in the City of
2 Poughkeepsie, not just from Oaxaca but from all
3 over the region, said, You know what?
4 Poughkeepsie is a welcoming city. I'm very proud
5 of that.
6 And this would not have been done
7 without you, without you and your team at the
8 consulate, which I visited on several occasions.
9 You have the Consul on Wheels, which comes to
10 different cities within the Hudson Valley region
11 to help individuals from Mexico get
12 identification, making sure they have the proper
13 paperwork, because it's not all the time that
14 they do. And we admire that, and we encourage
15 that.
16 So again, today, Mr. President, as a
17 legislative body I know we recognize these
18 individuals, these organizations and these
19 festivals and really the beauty of Oaxaca is in
20 the City of Poughkeepsie all the time. But on
21 August 17th, the beauty, the culture, the
22 richness and the togetherness of Oaxaca is on
23 full display in the City of Poughkeepsie.
24 And, Mr. President, I'll close with
25 this. If you would give the courtesies of this

6 Today I rise to speak on this
7 important milestone for our Taishanese American
8 community, the 525th anniversary of Taishan's
9 establishment.
10 Since the arrival of the first
11 Taishanese immigrants in the United States in
12 1821, their 203 years of legacy of resilience and
13 determination has left an enduring mark on the
14 nation's cultural landscape. From their pivotal
15 role in building the transcontinental railroad to
16 their courageous stance during significant labor
17 strikes, the Taishanese American community has
18 consistently played a vital role in shaping the
19 trajectory of American history.
20 Many notable figures come from
21 Taishanese descent. Trailblazers like Anna May
22 Wong, a pioneering actress in the 1920s,
23 advocated for greater representation of
24 Asian-Americans in the film and television
25 industries. The Anna May Wong quarter coin,

1 which was released in October 2022, honors her
2 groundbreaking role in Hollywood, making the
3 first time an Asian American has been featured on
4 U.S. currency. Her work continues to inspire
5 actors and filmmakers today.
6 Grace Lee Boggs, an author and
7 social activist, was on the front lines of the
8 development of Asian American movement from the
9 1949s to the '60s.
10 And Corky Lee, an admired activist,
11 community organizer, and legendary photographer
12 whose photos highlight Chinese-American
13 participation in the construction of the
14 transcontinental railroad. His work not only
15 brought awareness to the lack of social justice
16 surrounding the AAPI community, but visually
17 presented a retelling of AAPI history through the
18 lenses of the everyday Asian American.
19 Today we are joined by
20 50 Taishanese-Americans from my district. Please
21 allow me to say a few words in Chinese and
22 Taishanese to welcome them.

19 Every once in a while a New Yorker
20 emerges who is a larger-than-life figure, someone
21 who redefines what it means to be a visionary.
22 Today I rise to honor the incredible life of
23 Joan Kaplan Davidson, a pioneering
24 preservationist, a tireless advocate for the
25 arts, and a champion of environmental progress in

1 the Hudson River Valley and across the
2 Empire State.
3 Joan made a lifetime out of giving,
4 among the most beautiful ways one can choose to
5 live. She has been called unstintingly generous
6 to the causes dear to her, and that unparalleled
7 generosity has earned her the title of "the
8 godmother of New York preservation."
9 Many may know Joan as the former
10 president and president emeritus of the
11 J.M. Kaplan Fund or her work as the past
12 chairwoman of the New York State Council on the
13 Arts, as well as the former commissioner of
14 New York State Parks. Some others may just know
15 her as a legend. A few of her lasting
16 achievements include her role in helping create
17 the Environmental Protection Fund in the 1993 and
18 the Westbeth Artists Housing, her fight to
19 preserve Broadway theaters in the 1970s and early
20 '80s, and her support of the rescue and
21 restoration of the Eldridge Street Synagogue on
22 the Lower East Side.
23 Arguably Joan's greatest impact was
24 her ability to believe in the grassroots ideas of
25 New Yorkers and support movements that have led

1 to some of the most transformative local-level
2 changes our communities have seen. Joan was
3 always there to lend a hand to activists,
4 identify problems, envision solutions, and
5 provide early funding to spark meaningful
6 initiatives. The term philanthropist doesn't
7 even begin to scratch the surface of Joan's
8 legacy.
9 In the Hudson River Valley Joan was
10 a luminary. Her unwavering support for our
11 region and her passion for uniting people from
12 all walks of life around common causes are gifts
13 that we will forever cherish. I grew up regaled
14 with incredible stories of Joan Davidson from my
15 father, who worked tirelessly in partnership with
16 Joan to protect our environment and the Hudson
17 River Valley.
18 She was a fierce advocate for the
19 Hudson River, and when my dad chaired the
20 Assembly's Environmental Conservation Committee,
21 Joan was part of the coalition who was dedicated
22 to safeguarding the Hudson River, one of the most
23 important and institutional natural resources
24 that we have not just in New York State, but
25 across the country.

1 Joan helped grow the historic and
2 environmental preservation movements at a time
3 when they were still finding their feet. She
4 wielded her influence to support legal actions
5 against developers and stood firmly on the side
6 of communities battling corporate giants like
7 Con Edison when the future of the Hudson River
8 was at stake.
9 In 1963 when Con Edison planned to
10 develop a portion of Storm King Mountain,
11 endangering forestland and Hudson River ecology,
12 Joan's support was crucial to protecting the
13 scenic waterway from industrialization. This
14 grassroots fight eventually led to the creation
15 of organizations like Scenic Hudson and the
16 National Resources Defense Council, or NRDC,
17 which helped awaken the local need for public
18 input in environmental policies.
19 Over the years Joan spent
20 considerable time in Germantown, in
21 Columbia County, stewarding her family's
22 19th-century estate on the Hudson River known as
23 Midwood. This estate has become a local
24 epicenter of cultural, social and political
25 discourse and activism in the region, hosting

1 gatherings large and small throughout the year.
2 In an interview with Chronogram
3 Magazine, Joan once said about Midwood: "This
4 house, with its Hudson River painters' settings,
5 has given me a fine community of friends and
6 neighbors and a lively cultural scene. It also
7 confirms the causes of our family foundation and
8 our Hudson Valley project: Clean air, clean
9 water, protected lands, dense and interesting
10 towns, equal justice for all."
11 New York will always remember Joan
12 Kaplan Davidson for her boundless curiosity, for
13 her creativity, and for her unwavering support of
14 the people and places that give the Empire State
15 its heart and soul. This past Sunday, May 26th,
16 would have been Joan's 97th birthday. Tomorrow
17 we'll be passing a resolution in her honor, but
18 today it is my great pleasure to welcome several
19 of her family members to the Senate chamber.
20 Joining us today are Joan's children
21 Matt and Betsy Davidson and Betsy's husband,
22 Peter Wolf, and Joan's granddaughter,
23 Emma Davidson Tribbs and her husband Stu Davidson

7 I want to thank Senator Persaud,
8 Mr. President, for continuing to lift up this
9 important awareness day.
10 Earlier today Senator Persaud hosted
11 a webinar on this important issue that we
12 commemorate today, and that is the issue of
13 period poverty.
14 This is something that continues to
15 be pervasive in a state such as ours here in
16 New York. As the chair of Women's Issues, we
17 have passed several bills through our committee
18 as it pertains to addressing issues around access
19 to menstrual hygiene products.
20 Being able to say things like
21 "period" on a chamber floor is something that 10,
22 15, 20 years ago or more you wouldn't have been
23 able to say. But it is an exemplification of why
24 it's important to lift up this important issue.
25 Just to share some stats. In

1 New York State, one in six women and girls
2 between the ages of 12 and 44 lives below the
3 federal poverty line, and the cost of menstrual
4 products, which may seem trivial to some, create
5 real barriers for low-income individuals.
6 In the U.S., one in three low-income
7 women miss work, school and outings due to lack
8 of period supplies.
9 Menstrual products are most
10 certainly not covered by public assistance
11 programs. Fifteen percent of New York State
12 Medicaid recipients are women of reproductive
13 age, and 46 percent of all births in New York
14 State are to mothers receiving Medicaid benefits.
15 And so what can we do as a state?
16 Well, we're doing quite a bit. However, we can
17 and should do more.
18 One of the ways in which we are
19 doing this is trying to raise awareness through
20 education. Also through policy, in expanding
21 access to menstrual hygiene products. We have
22 bills from several of our colleagues on the floor
23 that have been introduced and passed to make
24 menstrual hygiene products more accessible,
25 making them free to all those individuals who

1 experience menstruation, which that's half of the
2 world's population.
3 And so again, I want to thank
4 Senator Persaud and all of our colleagues for
5 continuing to work on this important issue that
6 impacts so many individuals across our great
7 state.
8 I encourage my colleagues to vote
9 aye and, more importantly, to commit to not only
10 policies but also practices that help to remove
11 barriers and also remove the stigma associated
12 with this issue.

9 March 21st is World Down Syndrome
10 Day, as declared by the United Nations General
11 Assembly in December of 2011. On this day people
12 with Down Syndrome and those who live and work
13 with them throughout the world organize and
14 participate in activities and events to raise
15 public awareness and create a single global voice
16 advocating for the rights, inclusion and
17 well-being of people with Down syndrome.
18 Down syndrome is a condition in
19 which a person has extra chromosome. Chromosomes
20 are small packages of genes in the body. They
21 determine how a baby's body forms and functions
22 as it grows during pregnancy and after birth.
23 Typically a baby is born with 46 chromosomes.
24 Babies with Down syndrome have an extra copy of
25 one of these chromosomes, chromosome 21.

1 Why March 21st? The 21st day of the
2 third month was selected to signify the
3 uniqueness of the triplication of the
4 21st chromosome, which causes Down syndrome.
5 So in 2021, ironically, I was
6 approached by a young lady, a hardworking intern
7 in one of my colleagues' offices. Her name is
8 Janissa Lloyd. And Janissa asked me if we could
9 please here in New York State recognize
10 Down Syndrome Awareness Day. So I created this
11 bill in honor of Janissa Lloyd.
12 And sure enough, in 2022, I received
13 a message from a constituent, and I wanted to
14 share that with you today.
15 "Dear Senator Weik, I wanted to
16 sincerely and wholeheartedly thank you for your
17 time and effort and support in helping us pass
18 legislation to designate March 21st as
19 Down Syndrome Awareness Day in New York.
20 "As a New Yorker and an expectant
21 mother to our fourth child, Noah James, who is
22 likely to be born with Down syndrome later this
23 summer, it gives my family such comfort and
24 encouragement to see members of our state's
25 leadership championing acknowledgement and

1 awareness of Down syndrome. To know that there's
2 positive strides in understanding and accepting
3 this chromosomal condition makes the uncertain
4 road ahead seem lighter and brighter for myself
5 and for so many others.
6 "So thank you again on behalf of
7 myself, my family, and your soon to be newest
8 constituent Noah."
9 And in honor of Noah James, who took
10 his first steps today -- I think because I had
11 this bill come to the floor, he was so excited.
12 Last year he shared this with us; he was in the
13 gallery but was unable to come up this time. I
14 just want to say Noah James Bryant and

17 around 6,000 veterans take their own lives each
18 year in the United States, with our younger
19 veterans experiencing exponentially higher
20 suicide rates compared to their older
21 counterparts.
22 Each day 22 veterans tragically take
23 their own lives, underscoring the urgency of
24 addressing this mental health crisis within the
25 veteran community.

1 The commemoration is not just about
2 remembering those veterans who have taken their
3 own lives. It also serves as a call to action to
4 acknowledge that so many of our veterans are
5 struggling to this day. It's about lessening the
6 stigma surrounding suicide, and providing support
7 to every at-risk veteran here in New York.
8 September 22nd will remind us every
9 year of how important it is to be there for our
10 veterans just as they have been there for us.
11 As legislators, we owe it to all the
12 brave men and women who have served our country
13 to ensure they receive the care and attention
14 needed to overcome their mental health struggles
15 and thrive in civilian life.
16 Thank you again, Senator Sanders,
17 for your dedication to this important cause. I

15 You know, this is another in a
16 series of bills trying to tinker with the
17 Election Law and the process by which
18 elections are operated. It seems fairly
19 innocuous at the outset, but the issue is that
20 this could be liable for abuse, as many times
21 this is.
22 Now all of a sudden, if we're going
23 to -- instead of having local officials serve and
24 local residents serve as poll watchers, now we
25 are going to have attorneys throughout the state

1 being dispatched as mercenaries to go into
2 individual districts and look for election
3 issues.
4 These individuals are going to be
5 there not to uphold the law but to specifically
6 look for problems and opportunities to challenge
7 results in competitive districts.
8 We're doing this, however, while
9 ignoring larger issues with the election like the
10 fact that we don't have voter identification.
11 And it's not that there's an absence of bills on
12 voter I.D. I'm carrying one myself, S6139, which
13 would actually provide to every registered voter,
14 for free, voter identification. In fact,
15 notaries, in filling out the application, also
16 wouldn't be permitted to charge for notarizing
17 when it's for the purpose of filing for voter
18 identification.
19 The voter identification is required
20 for virtually every aspect of what we have in our
21 everyday lives. From renting a car to doing
22 simple things like buying cold medicine, you need
23 to show identification in order to be able to do
24 that. To preserve and protect one of the most
25 vital things -- particularly as we just

1 celebrated Memorial Day -- one of the most vital
2 things we can do as citizens, which is to
3 actually go and exercise our right to vote --
4 many of the challenges that we see in elections
5 stem directly from the failure of having voter
6 identification available and able to be looked
7 at, at the polls, by our poll watchers.
8 Our election process does not need
9 more attorneys. It needs more common sense. I
10 will be voting against this bill, and I would
11 urge the Majority to take up reasonable
12 commonsense voter identification legislation.
